Scott Ragan

Scott Ragan serves as a Senior Software Engineer at the Rust Foundation, an organization committed to the development and stewardship of the Rust programming language. He has played a pivotal role in advancing digital identity technologies, particularly through his involvement in the expansion and testing of mobile driver’s licenses (mDLs). Ragan participated in a notable interoperability event that is expected to aid the global implementation of mDLs and digital IDs. He was instrumental in the hiring of key personnel such as Wei Sun as VP, Head of Engineering, and David Kelts as Director, Head of Credible Platform. Ragan was also part of the Transportation Security Administration’s (TSA) limited testing for mDL acceptance at TSA PreCheck® lanes in select airports. His efforts extended to enhancing California’s mDL program with a new application incorporating face biometrics and liveness detection technology. Moreover, he led a test on mDL interoperability involving government officials and businesses focused on digital identity standardization. His leadership significantly expanded a pilot program in California for digital driver’s licenses and ID cards accessible on mobile devices. Additionally, Ragan successfully raised $34 million in a Series A funding round for these initiatives, with contributions from prominent investors like Andreessen Horowitz, Y Combinator, Okta Ventures, and others.
